Today EBSA has uploaded our response to the Commission’s public consultation on the Guide for Social Public Procurement. For EBSA’s members it is very important that public authorities become more strategic in their procurement and focuses on other factors than just price. The Public Procurement Directives from 2014 give the public authorities opportunities to use the price-quality ratio as the decisive criteria instead of price alone. However, these opportunities are only rarely used and the public authorities lack clarity on how to use them. EBSA therefore calls for practical guidelines and thorough consultation with the market in the public procurement process.
